So, yes, earlier Ubers and I had a discussion about the move soak. By now you've all been trolled by soaked so there's no nead to explain it.
The question is: Would you use soak as a strategy?

My question is, besides staryu starmie and maybe gyarados, I don't see any water types using any electric or grass attacks so...why use soak? It may cancel your super-effective moves, but why use soak if barely any water types can use electric or grass attacks? So my answer is...no

It could be useful if you use it right. I could teach it to a water type. Like Octillery could abuse Soak and Charge Beam to accumulate boosts to its Special Attack while taking out common counters, but this takes a bit too much time to set up to be efficient.
    But it's good to try.

I don't really think it could work. Like Eliza and Bree said, almost no water types can learn a grass/electric move, therefore rendering it useless.
